Kunezimpawu eziqhamuka kuhulumeni ezisilethela ithemba siwosomabhizinisi, kuloba uBusi Mavuso

NGESONTO eledlule ngibuyelwe yithemba lokuthi uhulumeni ugxile ekuletheni nasekwakheni umbuso osebenzayo ngenxa yezinto ezimbili.  Okokuqala uMengameli uCyril Ramaphosa usebenzise incwadi yakhe ayibhala masonto onke ukubhunga ngohlaka okuhloswe ngalo ukuphucula indlela okusetshenzwa ngayo kuhulumeni, iNational Implementation towards the Professionalisation of the Public Service.

Yigxathu elimqoka leli ekuqinisekiseni ukukhishwa kwepolitiki emsebenzini kahulumeni nasekuqinisekiseni ukuthi abantu baqokwa ngokwamava abo. 

Ngibhalile ngokuthi loku kubaluleke kangakanani ekuphuculeni umsebenzi kahulumeni futhi yinto osomabhizinisi abazoyeseka.

IVulindlela ihlanganise abantu abanamava ukweseka iminyango ukuthi yenze imisebenzi yayo. Lolu hlelo kungenzeka lube nomphumela omuhle kakhulu njengokuthi kuqhutshwe izinto ebesezibambezelekile njengokuguqulwa kwendlela okukhishwa ngayo izimvume zokuvakasha noma zokusebenza ezweni kanjalo nokudayiswa kwe-spectrum (ubuchwepheshe bokuletha i-internet esebenza ngokushesha nokubhekwe ukuthi bugcine bunciphise izindleko ze-data). 

Selukwazile ukusiza ukuthi kube nohlu lwamakhono ashodayo nokufanele lusetshenziswe uma kucutshungulwa isicelo sokuthola imvume yokuzosebenza kuleli zwe yize benginethemba lokuthi akuzukukhiwa phezulu.  

Ngesonto eledlule umkhandlu weBusiness Leadership South Africa ube nomhlangano omuhle nethimba leVulindlela eliqhamuka ehhovisi likaMengameli nasemNyangweni wezeziMali, nocacise izinjongo zeVulindlela. 

IVulindlela ayibuyekezi imigomo kodwa yeseka ukulandelwa nokwenziwa kwayo ukusiza uhulumeni usombulule izinselelo.

Kodwa singakujabulela ukubheka izindlela zokuthi singalweseka kanjani uhlelo lweVulindela. Ukwenziwa kwezinguquko kuwukhiye ekuvuseleleni ithemba kosomabhizinisi. Uma sekuqala kubonakala ubufakazi boshintsho, yilapho osomabhizinisi bekholwa wukuthi kunekusasa elingcono bese beqala betshala imali emathubeni amasha. Ukuze loko kwenzeke, osomabhizinisi badinga ukubona uhulumeni ugcina izethembiso zawo eziletha ushintsho uma uthi yiloko okuzokwenzeka.

Ngesonto eledlule imizamo kaMengameli nabalingani bakhe ilethe ezinye zezimpawu ezinhle esengike ngazibona ezikhombisa ukuthi iyasukunyelwa eyokwenziwa kwezinto. Ngiwushayela izandla umsebenzi owenziwe futhi ngizimisele ukuqhubeka nokubheka izindlela osomabhizinisi abangaqhubeka baweseke futhi bawukhuthaze ngazo.  

Ukuntuleka kwemisebenzi okuphezulu kuleli zwe iyona nselelo enkulu okumele inqotshwe. Ukuntuleka kwemisebenzi yinkinga yezwe elimaza kakhulu intsha nabesifazane abamnyama. Ngokwezibalo zekota yesine ka-2020 ezikhishwe yiStatistics South Africa, intsha emnyama engasebenzi ingaphezu kuka-55% besekuthi abesifazane abamnyama bona bawu-38.5%
