ABANTU abaphatha izimali zikahulumeni kumele bafundiswe ukuzethemba ukuze bezoba nesibindi sokunqaba ukwenziswa okuphambene nomthetho kungakhathaleki ukuthi wubani osuke ebafaka ingcindezi.
Lona wumbono kaDkt u-Emmanuel Ngcobo, uSihlalo weChartered Institute of Government Finance Audit and Risk Officers (iCIGFARO) KwaZulu-Natali, inhlangano ebhekelele ukulekelela abasebenza kulo mkhakha ngokubahlomisa ngalo lonke ulwazi abaludingayo ukwenza umsebenzi wabo.
UDkt uNgcobo uthe akwanele ukuthi umuntu abe nekhono lokwenza umsebenzi wakhe ngoba kudingeka okungaphezu kwaloko ukuze aziphathe ngesinono izimali zabakhokhintela.

Uma uwumphathi wezimali, uwena okumele uphendule. Ngakho uma ubona ukuthi leyo nto okumele ikhishelwe imali ayizukusiza umphakathi, kusho loko ngaphandle kokwesaba nokwenzelela,” kweluleka yena.
Umsebenzi weCIGFARO ugxile kakhulu komasipala kanti leyo ngenye yezindawo ihhovisi loMcwaningimabhuku-Jikelele elihlale lishaya makhala ngendlela okwenzeka ngayo. “Uma kuthiwa imali ayisebenza kahle, phecelezi irregular expenditure, kusuke kungashiwo ukuthi umsebenzi awenziwanga kodwa kusuke kunemithetho engalandelwanga ngendlela nokuwukuthi kuwumsebenzi wakhe uMcwaningimabhuku-jikelele ukuthi akubalule loku uma esecwaninga amabhuku.
“Uma kuthengwa impahla, bakhona abantu abasebenzisa lelo thuba ukuzicebisa bona kodwa akuzona zonke izikhathi lapho uthola ukuthi kusuke kube nenkohlakalo,” kuqhuba yena.

“Kumele ukwazi ukumelana nengcindezi noma ngabe iqhamuka kwimeya noma imenenja kamasipala. Kumele uthembeke, ungabi wumuntu ocasha ngesithupha, uhambisane nokuthi izidingo ngaleso sikhathi zithini kodwa ukwenze loko ulandela imithetho,” kusho yena.
UDkt uNgcobo, othi ugqugquzelwa wuthando Labantu, uthe ngale ncwadi uthemba ukuthi uzokwazi ukucija abaholi bangomuso. Lona wumsebenzi asezowuqhuba nangekolishi elizogxila ekufundiseni ngobuholi kwezamabhizinisi neselinezinyanga ezimbili lisunguliwe.

“Sizimisele ukwenza okuhlukile ngokuthi kungabi nje wukuthi abantu bafundiswa ngobuholi begxishwa okubhalwe phansi kuphela kodwa kube wukuthi bathola nethuba lokukwenza abakufundayo futhi bafundiswe ngabantu abawenzayo umsebenzi,” kusho uDkt uNgcobo.
Uthe singanda isibalo sabantu abamnyama abangena emkhakheni wokuphathwa kwezimali uma kuzokwenziwa umsebenzi abantwana besesesikoleni ngokuthi bakhuthazwe ukuthi lona wumsebenzi ongenziwa nanoma wubani, kungakhathaleki ukuthi uqhamuka ekhaya elinjani.
Uthe abafundi abasezikoleni zasemakhaya yibona abadinga kakhulu ukuthi bakhuthazwe.
